CIWEM Spring Conference: Outcome Measures for Flood and Coastal Risk Management - Fit for the Future?

The Department for Environment, Food & Rural Affairs have set up a number of targets to ensure the Environment Agency and other risk management authorities deliver FCERM (Flood and Coastal Erosion Risk Management) benefits as a result of investment and achieve their aims.

Outcome Measures are used by the Environment Agency to inform decisions about where to invest FCERM Grant in Aid. The Measures were first introduced in 2008 and revised in 2011, following the introduction of the Partnership Funding System.

Six years on, after significant flood events and changes in FCERM policy and delivery, this event will discuss current experiences in using Outcome Measures and if they are fit for the future. This conference will consider:

  • Experiences in using Outcome Measures. Have they delivered what is needed and do the public understand them?
  • The relationship between current Outcome Measures and delivery. Do they help or hinder partnership projects?
  • Do existing  Outcome Measures have sufficient flexibility to allow us to deliver less traditional, new or developing FCERM initiatives (e.g. natural flood management; catchment management; assessments using natural capital and ecosystem services)?
  • What changes might we consider to ensure Outcomes Measures are fit for the future purpose and enable more to be delivered for the people and the environment?
