The focus:

Next steps for water market reform in England.

Context:

  • With the planned publication of Ofwat’s consultation on the methodology for its Price Review 2019 (PR19) expected in June or July;
  • Follows the launch of the Open Water non-household water market; and
  • An independent report on water resilience published last year led by Jean Spencer, Executive Director, Strategic Growth & Resilience, Anglian Water; and
  • The recently concluded government consultation on the next Strategic Policy Statement (SPS) to be issued to Ofwat, which will replace the previous SPS issued in 2013.

Areas for discussion include:

  • Next steps for PR19, the wider economic and regulatory environment, and priorities for engagement with the sector;
  • Competition in the market and possibilities for M&A and new entrants;
  • Responding to future reform: utilities provision, tariffs, and pricing;
